Eminent Researcher Recruitment Program

The CRCF Eminent Researcher Recruitment Program assists public institutions of higher education in the Commonwealth acquire or enhance research superiority by supporting the recruitment of a top researcher to the faculty of that institution. The recruited faculty member is expected to engage in technology research, development, and commercialization and the vision for the hire must be for long-term, tenure-track employment. Projects must include a private sector partner with business operations in Virginia. A one-to-one match is required, with 50% of the match coming from that partner. 

The eminent researcher's work is to be based on sound scientific principles and present an opportunity for valid research in an eligible industry or industries, as well as offer significant potential for commercialization and economic benefits that accrue in the Commonwealth. CRCF funds may be used for such purposes as start-up package support, such as a one-time supplement to the researcher's base salary and/or the salary for a researcher(s) accompanying him or her, or for supplies, equipment, instruments, or upgrades to the aforementioned for the eminent researcher's laboratory.

Organizations may submit one LOI/application for up to $250,000 and receive one award. For the purposes of this solicitation, a research center, school, department, institute, and/or other entity associated with a college, university, or other research facility is considered under the umbrella of that organization and LOIs/applications received by any of the aforementioned entities will count toward the maximum submissions for that umbrella organization.

Qualified Applicants

Applicants for the Eminent Researcher Recruitment Program must be a Virginia public institution of higher education or its associated intellectual property foundation that has sufficient technology transfer processes and other research capabilities in place to meet the needs of the researcher being recruited

Recruitment Scenarios

The following are acceptable recruitment scenarios:

  • Candidate identified: the university has identified the candidate to hire and intends to make a formal offer
  • Multiple candidates under consideration: the university has identified multiple candidates for recruitment who would strengthen the university in similar ways
  • Candidate profiled: the university has detailed the profile of the candidate to be recruited

Applying for CRCF Funding

Applicants seeking funding under the Eminent Researcher Recruitment Program must have submitted an online Letter of Intent (LOI) by 12:00 p.m. (noon) on Wednesday, November 6, 2019; LOIs were not accepted after the deadline and must have been submitted online to be considered. LOIs were reviewed in November and early December, and applicants were notified via email on December 13 regarding whether or not an application would be invited this round. For those applicants not invited to submit a full application, additional communications followed on January 23 with feedback regarding the decision.
