Mr. Chuck Kirby has spent his career in public service, having worked in state and local government and in higher education teaching public affairs courses. This variety of experiences provides a rare balance of theory and practice in public administration. His specializations include local government administration, public policy, and ethics in politics and administration. Mr. Kirby comes to the CIT from Franklin County, Virginia where he served as the Chief Operations Analyst, responsible for leading complex projects involving multiple stakeholders from diverse backgrounds. At Franklin County, Mr. Kirby spearheaded the County’s broadband initiative. Having partnered with CIT while at Franklin County, he brings a unique skill set that includes analyzing qualitative and quantitative data; utilizing technology; understanding societal, economic, and political factors; and insight into public sector strengths and weaknesses. Having been a local government decision maker, Mr. Kirby is uniquely positioned to help elected officials, administration, and staff determine realistic forward thinking broadband strategies to keep moving into a bright future. He graduated with an undergraduate degree from Roanoke College in Political Science and earned a master’s degree at Virginia Tech in Public Administration.
