Carole McPhillips, CIT’s Director of Contracts and Grants, is an experienced and accomplished contracts manager with more than 30 years’ experience in both commercial and federal contract management, which includes specializing in contract development and negotiation, proposal preparation, post-award management, leadership development, and contracting with institutes of higher education.
Carole joined CIT in September 2020 and is the primary contracts management function of the organization, with a focus on supporting CIT’s mission of accelerating economic growth in the Commonwealth of Virginia. Carole serves as a catalyst between the internal CIT business units while partnering with managers, along with the Finance and Administration Department. Before joining CIT, Carole held various contract management positions with increasing responsibility at the National Institute of Aerospace, Old Dominion University, and the University of Delaware, among others. Carole has a Bachelor of Science degree from the University of Delaware and a Career Studies Certificate from Tidewater Community College in Acquisition and Procurement, and she is a member of the National Contract Management Association (NCMA).
