Its early years focused on enhancing research and transfer activities of Virginia’s universities. Shenandoah Broadband The Town of Shenandoah is a rural community of 2,300, tucked between the Blue Ridge Mountains and the Massanutten Ridge. In 2002, town leaders and economic development officials realized the town needed broadband access, but they needed guidance and financial assistance as they pursued grants for broadband deployment.
