Matching Funds Program
The CRCF Matching Funds Program assists public and private institutions of higher education in the Commonwealth, federal laboratories operating in Virginia, university research consortia that include Virginia colleges and universities, and other nonprofit research institutions in Virginia with commercializing qualified research or technologies with high potential for economic benefit to Virginia. The program leverages federal, private, and non-Commonwealth funds designated for commercialization. Projects must be based upon sound scientific principles and present an opportunity for valid research, as well as offer significant potential for commercialization and economic benefits that accrue in the Commonwealth.
The CRCF programs support commercialization goals through technology development in Virginia. CRCF monies additionally may be used for market validation, intellectual property protection, and other activities directly tied to the project.
Organizations may submit up to four (4) LOIs / applications for up to $100,000 each and receive up to four (4) awards. A Principal Investigator may submit a single (1) application and receive one (1) award, as part of an organizations total submissions. For the purposes of this solicitation, a research center, school, department, institute, and/or other entity associated with a college, university, or other research facility is considered under the umbrella of that organization and LOIs / applications received by any of the aforementioned entities will count toward the maximum submissions for that umbrella organization.

Applicants for the Matching Funds Program must be a:
Virginia public or private institution of higher education or its associated intellectual property foundation
Federal research facility located in Virginia
University research consortium that includes Virginia college and university member institutions
Other nonprofit research institutions in Virginia
Applications must leverage federal or private funding designated for commercialization and:
Be tied to expansion or commercialization activity in an existing program; or
Fulfill a matching funds requirement for proposals to be submitted by March 31, 2018; or
Be tied to projects for which awards have been made by required matching funds have not been secured
Applying for CRCF Funding
Applicants seeking funding under the Matching Funds Program must submit an online Letter of Intent (LOI) by 12:00 p.m. (noon) on Tuesday, November 28, 2017; LOIs are not accepted after the deadline. An automatically-generated email will be sent to the applicant upon LOI submission confirming receipt. Once the LOI has been reviewed and approved by CRCF staff, applicants will receive directions via email on accessing and completing the application.
