Matching Funds Program

The CRCF FY2014 Fall Solicitation Matching Funds Program assists organizations within the Commonwealth in commercializing qualified research or technologies. Applications may be for proof-of-concept work or for earlier stage research and technology development. Eligible organizations may submit up to three (3) LOIs/applications and, of these, a Principal Investigator may submit up to two (2), during this limited submission solicitation. The maximum award per application is $100,000.

Information provided below is meant as a snapshot of the Matching Funds Program; applicants should refer to the Program Guidelines for complete eligibility criteria and program information.

Qualified Applicants

Applicants to the Matching Funds Program must be:

  • A Virginia public or private institution of higher education or its associated intellectual property foundation
  • A research institution located and conducting science- and technology-based research, development, and commercialization activities within the Commonwealth, including federal labs

For this solicitation, a research center, school, department, institute, and/or other entity associated with a college, university, or research institution is considered under the umbrella of that organization and LOIs/applications received by any of the aforementioned entities would count toward the maximum submissions for that umbrella organization.

Projects submitted under the Matching Funds Program must align with one of the following industry sectors:

  • Advanced Manufacturing
  • Aerospace
  • Communications
  • Cyber Security
  • Energy
  • Environment
  • Information Technology
  • Life Sciences
  • Modeling and Simulation
  • Nuclear Physics
  • Transportation

Applying for CRCF Funding

Applicants seeking funding under the Matching Funds Program must have submitted a Letter of Intent (LOI) by Friday, September 13, 2013; LOIs will not be accepted after the deadline. Eligible organizations may submit up to three (3) LOIs during this solicitation; CIT will accept the first three LOIs received from each university and/or research institution. An automatically-generated email will be sent to the applicant upon LOI submission confirming receipt. Once the LOI has been submitted, reviewed, and approved for online submission by CRCF staff, applicants will receive directions via email on accessing and completing the application.

The CRCF is composed of funds appropriated by the General Assembly and any gifts, grants, or donations from public or private sources. Pursuant to Virginia Code Section 2.2.-2233.1, the Fund is administered by the Center for Innovative Technology (CIT) on behalf of the Innovation and Entrepreneurship Investment Authority (IEIA). Awards may be made to Virginia public or private institutions of higher education or their associated intellectual property foundations and qualified research institutions, federal labs, political subdivisions, and/or to technology companies within the Commonwealth.
