In the role of Director of Information Research Services, Ms. Bell manages a process for technology evaluation and market analysis to provide direct technology scouting service linking large technology users with innovation sources, ranging from start-up companies to Federal laboratories. Prior to assuming her current role in 2007, Ms. Bell served as the Regional Director of the Richmond Regional Office and is experienced with assisting technology-based businesses become more competitive by providing access to a full range of programs and services including: basic business planning and market research, technology analysis, federal grants and contract assistance, university expertise, and entrepreneurial support.

Before joining CIT in 1999, Ms. Bell was a research coordinator with the University of Virginia's Plastic Surgery Research team. Ms. Bell holds a bachelor's of science from the Pennsylvania State University and a Master's of Business Administration from Averett University.
