In February 2004, Mrs. Mindy Montgomery reported as the Deputy Director for Investment in the Plans and Programs Division of Defense Research and Engineering.  She provides oversight of the DoD research and engineering (R&E) investment and supports the R&E Community during the Planning, Programming, and Budgeting and Execution process.  She is also working to strengthen the process for generating R&E requirements and implement metrics for measuring success.  In addition, she is the Executive Secretary for the DoD Energy Security Task Force, a defense-wide, cross-functional team framing DoD’s energy strategy and roadmap.

Previous assignments within the Office of the Secretary of Defense included serving as the Deputy for Legislation and Program Integration for the Deputy Under Secretary of Defense for Installations and Environment, where, since February 2000, she led congressional interaction, drafted testimony and legislation, including the Military Construction Bill, and integrated the Division’s analytical and PPBE branches. Moving to the National Imagery and Mapping Agency in 1999, Mrs. Montgomery worked for the Office of the Chief Financial Executive.  She served as the Senior Management Analyst for process improvement and strategic planning.
